Samia Names Four New Regional Commissioners and Reassigns Six Others Across Ten Regions

President Samia Suluhu Hassan has appointed four new regional commissioners and transferred six others to different regions, in changes that also reassign five regional administrative secretaries. The announcement was contained in a statement issued by the Directorate of Presidential Communications at State House in Dar es Salaam on 27 August 2026 and signed by the Director of Presidential Communications, Bakari S. Machumu. The statement said the appointments and transfers were set out in a notice issued by the Chief Secretary, Ambassador Dr. Moses Kusiluka.

Among the new commissioners, CP Salum Rashid Hamduni, who had been serving as regional administrative secretary for Shinyanga, takes over Mwanza. Alexander Pastory Mnyeti has been appointed to Geita, Stanslaus Haroon Nyongo to Pwani, and Jumanne Abdallah Sagini to Mbeya.

The six transfers move serving commissioners between regions. Martine Reuben Shigela goes from Geita to Manyara, and Queen Cuthbert Sendiga moves in the opposite direction, from Manyara to Morogoro. Said Mohamed Mtanda leaves Mwanza for Simiyu, where he replaces Anamringi Macha, who has retired. Adam Kighoma Malima moves from Morogoro to Lindi, taking over from Zainab Telack, who has also retired.

Two of the changes involve officials who are being moved on rather than leaving public office. Abubakar Mussa Kunenge is transferred from Pwani to Songwe, where he replaces Jabiri Omari Makame, who the statement said will be assigned other duties. Beno Moris Malisa moves from Mbeya to Tabora, succeeding Paul Matiko Chacha, who has been appointed Secretary of the National Executive Committee, Organisation Department, of Chama Cha Mapinduzi.

On the administrative side, Richard Marcellino Kayombo has been appointed regional administrative secretary for Pwani, the only new appointment in that category. Four serving secretaries have been transferred: Balandya Mayuganya Elikana from Mwanza to Mbeya, Dr. Fatuma Ramadhan Mganga from Singida to Mwanza, Pili Hassan Mnyema from Pwani to Shinyanga, and Rodrick Lazaro Mpogolo from Mbeya to Singida.

Taken as a whole, the changes touch the leadership of ten regions at commissioner level, including Mwanza, Geita, Pwani, Mbeya, Manyara, Simiyu, Songwe, Tabora, Lindi and Morogoro, and five regional secretariats in Pwani, Mbeya, Mwanza, Shinyanga and Singida.

The statement did not give reasons for the individual moves, and it did not say when the new officeholders take up their posts. It said the swearing-in of the appointed regional commissioners and regional administrative secretaries will take place on a date to be arranged later.
